Project overview

The Republic of the Marshall Islands faces increasing risks from coastal erosion, storm surge and sea level rise, placing critical public infrastructure and communities at risk. GoRMI required an effective, resilient and sustainable coastal protection solution capable of protecting critical infrastructure from increasing coastal hazards.

Under the Urban Resilience Project – Component 2, Tonkin + Taylor International is leading the design of coastal protection works on Majuro to improve resilience while ensuring solutions are technically robust, environmentally responsible and economically sustainable.

The project involved a comprehensive assessment of locally and regionally available construction aggregates, considering cost, transport logistics and environmental and social impacts, alongside a detailed comparison of seawall options. Following this assessment, a combined stepped mass concrete seawall and concrete armour unit solution was selected as the preferred approach, providing the most cost-effective and sustainable outcome. The design has progressed to tender issue, and construction commenced in 2025.

The project also required the development of consistent engineering recommendations to guide future coastal protection works across Majuro.

The project adopted an evidence-based design approach that combined detailed coastal modelling with comparative engineering and sustainability assessments. By evaluating local material availability, transport logistics and whole-of-life performance, the team identified a hybrid coastal protection solution that balanced resilience, affordability and environmental outcomes.

Close partnership

The project has been delivered in close partnership with the Ministry of Works, Infrastructure and Utilities, building local knowledge and capability throughout the design process. Early work included a comprehensive review of existing seawalls constructed by both the Ministry and other local and international contractors, providing valuable lessons that will support improved resilience across future coastal infrastructure projects.
