Project challenges

Kāinga Ora needed to unlock brownfield land for higher-density housing while managing the constraints of aging underground infrastructure in established urban areas. The project required:

  • Understanding the capacity and limitations of existing three waters networks.
  • Aligning infrastructure capability with long-term urban regeneration objectives.
  • Determining whether existing assets should be retained, renewed or replaced.
  • Balancing immediate capital investment against long-term operational performance and risk.

Innovations delivered

Tonkin + Taylor integrated strategic network planning with evidence-based asset life cycle management to support major urban regeneration. Through advanced network modelling, condition assessments and life cycle analysis, the team developed objective recommendations that optimised infrastructure performance while enabling large-scale housing development.
