The LEAD Alliance Housing Development Programme is a large-scale brownfield land development programme delivered under an alliance model. It is a longitudinal project (10 years) with staged delivery.
On behalf of Kāinga Ora, the LEAD Alliance Housing Development Programme delivers land development, new infrastructure, and upgraded amenities. Responsibilities include geotechnical investigation, surveying, civil design, infrastructure planning, removal of old state housing, land remediation, consents for earthworks and infrastructure, civil construction including roads, parks, and utilities, Construction Phase Support (CPS), and stakeholder engagement.
Tonkin + Taylor, as part of the LEAD Alliance, is undertaking design and construction work to regenerate brownfield land within the Auckland Isthmus. The project includes removing 7,000 existing homes, mostly demolished and some relocated, and replacing them with over 700 superlots to accommodate approximately 34,500 dwellings across 590 hectares, divided into multiple precincts and numerous neighbourhoods within each.
Our work includes preparing land for development and delivering new and upgraded infrastructure and amenities. For hazardous building materials, our scope covers pre-demolition asbestos surveys, clearance following asbestos removal, and the review of contractor documentation for licensed asbestos works.
We have also undertaken technical assessments, prepared construction noise and vibration management plans for these extensive works, and are undertaking ongoing noise and vibration monitoring to support compliance and complaint investigations.
