The East Coast Road (ECR) is a coastal road between Apia and Falefa on the northeast coast of Upolu. In several locations the road has very steep, high cuttings which are unstable and experience landslips and rockfalls that are hazardous to the public and result in obstructions to the drainage channels and occasional road closures. The Government of Samoa has implemented the Samoa Climate Resilient Transport Project (SCRTP) to improve the resilience of the national transport road network under a funding agreement with the World Bank.

Innovations delivered

Supported through partnerships with in-country firms, Tonkin + Taylor International was engaged by the Samoa Land Transport Authority (LTA) to provide consulting engineering services to mitigate the risk of landslips, rockfalls and associated hazards along a 14 km section of the ECR through the implementation of slope stabilisation measures. The project also targets drainage improvements, and design for climate resilience to alleviate flooding resulting from extreme rainfall events and coastal storm surge which are exacerbated by climate change effects impacting the magnitude and frequency of flooding events.

As part of the ongoing SCRPT, Tonkin +Taylor International’s engagement has been extended to include a comprehensive feasibility study to enhance the resilience of the low lying ECR alignment between Apia and Saoluafata.
