Ōpōtiki District Council needed to develop robust infrastructure strategies while responding to changing national water legislation, local growth pressures, and evolving service expectations.

Tonkin + Taylor partnered with Ōpōtiki District Council over multiple Long-Term Plan (LTP) cycles to develop resilient, future-focused Infrastructure Strategies and Asset Management Plans (AMPs). Working across both the 2021 and 2024 LTPs, the team combined strategic advisory services with embedded secondments, enabling close collaboration with council staff and leadership to support long-term infrastructure planning, governance, and decision-making.

Project challenges

The project required aligning technical asset management with financial planning and political priorities, while ensuring infrastructure investment decisions could gain support from elected members and be incorporated into the Council’s Long-Term Plans.

Value delivered

A key differentiator was Tonkin + Taylor’s embedded secondment model, which allowed the team to work “at the coal face” alongside Council staff. This close partnership enabled the successful translation of complex technical infrastructure requirements into governance decisions, including leading the Councillor adoption process for the Infrastructure Strategy and navigating the political complexities associated with enabling a major new growth area.
