Project overview

DEECA required a consistent, statewide assessment of current and future coastal cliff erosion hazards to support strategic planning, improve understanding of climate change impacts, and inform long-term coastal adaptation decisions across Victoria’s extensive cliffed coastline. The project forms part of Victoria’s Resilient Coast – Adapting for 2100+ framework and provides updated hazard mapping to support long-term coastal planning and climate adaptation.

Tonkin + Taylor undertook a statewide assessment of coastal erosion hazards and risks along approximately 670 km of Victoria’s cliffed coastline. Stage 1 established statewide coastal cliff hazard mapping, while Stage 2 refined cliff extents and updated hazard and risk maps.

Services

  • Statewide coastal cliff hazard assessment
  • Deterministic cliff erosion modelling using conceptual erosion models
  • Assessment based on geology, cliff height, exposure to coastal processes and historical erosion trends
  • GIS analysis and historical data integration
  • Development of refined hazard and risk maps
  • Technical leadership and peer review

Client

  • Department of Energy, Environment and Climate Action (DEECA)

Year

  • Stage 1: 2023; Stage 2: 2025

Innovative mapping techniques

Developed an innovative mapping technique that projects stable slope angles from future cliff toe positions, improving hazard mapping accuracy while reducing reliance on uncertain cliff height estimates. Combined GIS tools with historical datasets to efficiently parameterise individual coastal cells across the statewide study area. The work demonstrates how deterministic modelling and GIS-based analysis can be applied consistently at statewide scale.

Community + environmental impact

The project provides government agencies with robust information to support resilient coastal planning, helping protect communities, infrastructure, and environmental values from future coastal erosion hazards under climate change.
