Project overview
Pacific Island Countries face increasing pressure from coastal erosion, sea level rise and storm impacts, while often working with limited budgets, constrained supply chains and remote locations. PRIF required practical, evidence-based guidance that would help Pacific Island governments and practitioners deliver effective coastal protection despite limited resources. They sought solutions that were affordable, technically robust and suitable for local conditions, while also improving the long-term management and maintenance of coastal infrastructure.
Tonkin + Taylor International led the development of a comprehensive engineering study to identify cost-effective strategies for coastal protection and development in Pacific Island Countries. Building on existing regional knowledge, the project investigated innovative approaches that maximise the use of locally available materials and labour while reducing reliance on imported products and specialised equipment.
The study catalogued and assessed existing shoreline protection methods across the Pacific, including many seawall types used in South Tarawa, and used laboratory simulations to validate key recommendations. The project produced detailed technical guidance covering the full design process, from concept design principles through to general specifications, design drawings, construction methodologies and maintenance requirements.
A subsequent project completed in 2023 expanded this work by developing guidance for the monitoring and maintenance of coastal protection assets. This included reviewing current practices through stakeholder engagement, developing visual inspection forms for both conventional and nature-based coastal protection measures, creating an asset management database, and delivering both in-country and online training.
